Jill’s Primary Race
As you know, I, like most traditional Republicans across the state, am facing a primary election challenge against an opponent recruited and financed by anti-public education and anti-social service interest groups from Topeka and Wichita, groups upset by our support of the one-cent sales tax. Having supported nearly $1.5 billion in budget cuts, I voted to bring in revenue that would protect school funding from further debilitating cuts; maintain services for children, the elderly and the disabled; and to bring jobs and economic development to Johnson County and the state through a new transportation plan.
As I have been talking with you at your door, I am hearing that these are also your priorities. No elected official wants to raise taxes. But you and I are willing to pay for the education and infrastructure investments that make our community better situated to respond when the economy does improve. The 2010 budget, which combined further cuts and raised revenue, was the tough but responsible choice. It was not a politically popular choice, but representing my constituents will always come before politics.
I urge you to review my endorsements and my candidate surveys referenced below. Contact me if you have any additional questions you would like to ask me. If you want to continue rational, responsible, responsive Republican representation in Topeka, I need your vote in the August 3rd primary.
You can vote today. Advance voting in person is available now through August 2nd, even on Saturday! http://www.jocoelection.org/voters/AdvanceVoting.htm#1

Recent Endorsements:
KC Star:
“Incumbent Jill Quigley’s background as a nurse is an asset as health care questions arise yearly in the legislature, and her record shows that she understands economic development is far more complicated than simply cutting taxes. She stands up for Johnson County’s best interests, and she certainly deserves a shot at the general election.”
Steve Rose:
“Two Republican incumbents, SherylSpalding (29th District in Overland Park) and JILL QUIGLEY (17th District in Shawnee and Lenexa) have far-right opponents who have been recruited to topple them. Spalding and Quigley are moderate, pro-education candidates who deserve re-election.”
Citizens for Higher Education:
“Citizens for Higher Education, a group that promotes quality higher education as the engine that creates well-paying jobs and economic prosperity in Kansas, has released its bi-annual Report Card and has named Representative Jill Quigley to its 2009/10 Honor Roll.”
“Legislators were graded on a range of votes involving tuition, funding and policy issues for Regents universities and community colleges, campus safety, appropriations, budgets and more. The entire report card with individual vote records is available at www.kansashighereducation.org.“
“We strongly endorse the re-election of Representative Jill Quigley who understands that there is an undisputed link between quality higher education and the long-term economic well-being of our state,” said Bill Hall, Chairman of Citizens for Higher Education. “Kansans who receive a quality post-secondary education earn more, pay more taxes, rely less on government programs and contribute more to their communities over their lifetimes. Plus, they are more likely to create jobs by starting and growing their own businesses. That’s why pro-higher education legislators deserve our endorsement and support in this year’s elections.”
Overland Park Chamber of Commerce:
Jill Quigley: 100% rating
“Although the state’s budget situation dominated most conversations in the statehouse this year (just like it did last year and probably will again next year), several other pro-business items did get passed. One tremendous victory was the passage of a 10-year, $8.2 billion comprehensive transportation plan. We are extremely proud of those legislators who recognized that this legislation was critical to growing jobs and boosting the Kansas economy. Also, two economic development bills passed, the Historic/Angel Investor Tax Credits bill and the enhanced Promoting Employment Across Kansas Act.”
“Just as important were our efforts to fend off several budget and tax amendments, which would have been extremely detrimental to our business community, including an income tax increase, an elimination of many sales tax exemptions, and a reduction in various tax credits. We also tracked several votes tied to our delegation’s support (or lack thereof) to one of our chamber’s top priorities: reforming the school finance formula to maximize available resources and expanding local control.”
“So, on behalf of the members of the Overland Park Chamber of Commerce, I would like to extend our sincere appreciation to the Johnson County Delegation for their hard work and dedication this legislative session. We know they are often required to make difficult decisions and experience personal sacrifice to fulfill the responsibilities of their elected office.”

Yard Signs Available
Your requests for yard signs have been remarkable! I appreciate your support. I have had to re-order signs both due to your requests, storm damage, and, yes, sign thieves. The good news is that if your sign disappears or is battered, let me know and I will replace it. If you don’t yet have a sign and want one, leave a message on my home phone (541-9645) or reply to this email and I’ll get one to you pronto!
Yard Sign Etiquette
Just a reminder, signs should be placed in yards, not in the right of way. It takes more effort to get the homeowner’s permission for sign placement so many candidates take a shortcut and place signs in highly visible right-of-way areas, in violation of city ordinances. I have chosen not to place signs illegally.
Furthermore, signs in your yard should be between your house and the sidewalk or if you have no sidewalk, at least10 feet from the road.
Advance Voting Turnout Expected to
Be Greater than 2008 General!
I encourage each of you to vote in the August 3rd primary…voting is your right and your obligation as a citizen. When a person chooses not to vote, they let others make decisions for them; they give up their influence. Not sure you will find time to vote? Check out this link “Why women must vote” (http://thecitizensvoice.net/?p+1794) and it may become more of a priority for you.
Take the time to become informed about the races---check out candidate surveys in newspapers, endorsements by groups you trust, recommendations of neighbors. As George Jean Nathan once said, “Bad officials are elected by good citizens who do not vote.” Please vote on or before August 3rd!

Vote the Entire Ballot---Precinct Races
The basic building block of the party system is the precinct committee man and woman. This precinct officer represents you in county and state party elections and in special elections to fill vacancies.
Hopefully, those running for precinct office have been by your door or left you a flyer. These races get the least amount of publicity so voters often seek my opinion about whom to support. Here are my endorsements of “Bob Dole” type Republicans running for 17th District precinct office:
Lenexa 1-4 Judith Derks and Bradley Footh
Lenexa 1-5 Judy Tuckness and Brian Mattis
Lenexa 3-1 Linda and Michael Gallagher
Lenexa 3-2 Amy Slater and Ray Makalous
Lenexa 3-3 Gayle and Bob Burger
Lenexa 3-4 Lelia Moore and Chris Masoner
Lenexa 3-6 Jo McCormick and Donald Horine
Lenexa 3-7 Stephanie Sharp and Dan Bruyn
Lenexa 3-8 Sharon Aupperle and Lou Serrone
Shawnee 1-9 Susan and Wilbur Jones
Shawnee 4-1 Barbara Schilling and Tom Moss
Shawnee 4-2 Lorraine and Lee Thaete
Shawnee 4-5 Stephanie Spring-Cox and John Krumme
Shawnee 4-6 Suzanne and Mike Gamble
Shawnee 4-7 Barbara and Mark Hewitt
Shawnee 4-8 Judy and Van Rose
For the past two months, I have been walking all the neighborhoods in the 17th District. Except for the extreme heat and humidity, it has been a great experience! People are friendly and eager to share their thoughts on education, jobs, services, the budget and so much more. Thank you for helping guide my decisions.
Serving you,
Jill Quigley
