Citing concerns for the public’s health due to CO2 emissions, the director of the Department of Health and Environment refused a permit for the construction of two coal-fired power plants in Holcomb, Kansas. Sunflower Cooperative, the builder of the plants, contends that all federal EPA emission standards have been met or exceeded. The plants would provide 700 mgw of electricity (200 mgw to Kansas, 500 mgw to neighboring states) and provide 140 full time jobs.
